COMMISSIONERS MINUTES                                July 6, 2010



The Elmore County Commissioners met in regular session on the above date in the Commissioners room, basement of the Elmore County Courthouse, 150 South 4th East, Mountain Home, Idaho.

Present at the meeting were Chairman Connie Cruser, Commissioners Larry Rose and Arlie Shaw. Also present was Civil Attorney Buzz Grant and Deputy Clerk Barbara Steele.

Motion by Cruser, second by Rose, to add the update on the addition to the Emergency Services building and an invoice from C-2 Construction to the agenda.

Motion by Shaw, second by Rose, to approve the minutes for June 28, 2010.

Correspondence received by mail was reviewed.

Motion by Rose, second by Shaw, to approve a Certificate of Residency for Matthew Albert Eilers.

The addition to the Emergency Services Building was briefly discussed.

Motion by Shaw, second by Rose, to accept the Findings of Facts, Conclusions of Law on K-11-09-04.

Motion by Cruser, second by Shaw to approve the notice of decision on the personnel action that was taken last week and the ratification of execution by Chairman Cruser.

Motion by Shaw, second by Rose, to approve and sign the 2010-2011 Weed Control Agreement with the Idaho Transportation Department.

Discussion followed on the structure of the Fair Board. The contract with the Fair Director was discussed along with the idea of having the Fair Director be an Elmore County employee.

Mr. Elden Thompson, from Bliss, Idaho, appeared to discuss a herd district in reference to property that he owns in Elmore County. Other property that lies within the herd district was discussed. Mr. Elden stated there is no designation of this herd district, the fences are down and there are no cattle guards. Abolishing herd districts were discussed. Further research will be done on the statute that regulates herd districts.

Jo Gridley, Assessor, appeared and discussion followed on an application for property tax exemption from David “Hawk” Howard, American Legion Post 101. The application will be re-visited when the quitclaim deed and the 5013C paperwork is obtained.

Sheriff Rick Layher and Sgt. Laytreda Shultz appeared and general discussion followed on current events and Search and Rescue.

Motion by Cruser, second by Shaw, to go into Executive Session pursuant to I.C. 67-2345(b) to discuss personnel issues.

Regular session resumed. No action was take as result of the Executive Session.

Kandy Weaver, Weaver and Associates, appeared to discuss human resource support for the County. Ms. Weaver explained how the business operates and that they also do salary surveys. The hiring process and performance evaluations were discussed. General employee issues were discussed along with strategic planning. The Commissioners thanked Ms. Weaver for her presentation.

Motion by Cruser, second by Rose, to recess for lunch and visit the Jail for the quarterly inspection.

Rich Wills appeared to discuss the in service training for all Elmore County employees.

Discussion followed and dates were assigned. July 27 will be for Elected Officials and Supervisors. August 2, and August 9, will be scheduled for employees.

Motion by Cruser, second by Rose, to go into executive session pursuant to I.C. 67-2345(b) to meet with Social Services Director Marianne Bate and Social Services Assistant Milly Angulo.

K-05-10-11 Motion by Shaw, second by Rose, to deny as not indigent, unable to determine residency, incomplete application, release not signed, and unable to locate the applicant.

A hearing was held on K-03-10-07. Present at the hearing were the three Commissioners, Civil Attorney Buzz Grant, Social Services Director Marianne Bate, Social Services Assistant Milly Angulo, Deputy Clerk Barbara Steele and the Applicant. Questions were asked and answered. The hearing was closed.

Still in Executive Session a hearing was held on K-03-10-04. Present at the hearing were the three Commissioners, Civil Attorney Buzz Grant, Social Services Director Marianne Bate, Social Services Assistant Milly Angulo, Deputy Clerk Barbara Steele, the Applicant and the Applicants family were present. Questions were asked and answered. The hearing was closed.

Regular session resumed and the following decisions were made:

Motion by Rose, second by Shaw, to approve the termination of the Contract for Services between the Juvenile Probation Department and Steven Ramirez.

Dan Collins, Plant Facilities Manager, appeared and the Request for Proposal for the boiler replacement was discussed.

Motion by Rose, second by Shaw, to accept the Request for Proposal for the energy efficient boiler replacement in the Courthouse.

Alan Christy, Growth and Development Director, appeared and discussion followed on the addition to the Emergency Services Building. Carpet, phone lines and garage door sizes were discussed.

Motion by Shaw, second by Rose, to accept the change order on the garage door size from 16ft to 22ft on the addition to the Emergency Services Building.

Motion by Cruser, second by Rose, to approve the payment of $69, 931.20 to C-2 Construction for the addition to the Emergency Services Building.
