MINUTES JUNE
1, 2010
The Elmore County Commissioners met in regular session on the above date at 9:00
a.m. in the Commissioners Room, 150 South 4th East, Mountain Home, Idaho.
Present at the meeting were Chairperson Connie Cruser and Commissioner Larry
Rose. Commissioner Arlie Shaw was absent. Also present was Civil Attorney Buzz
Grant and Clerk Marsa Plummer.
Motion by Cruser, second by Rose, to add to the agenda ratifying the
investigator contract on an employee issue.

Pat Lucas, Southwest Area Field Officer, Idaho Bureau of Homeland Security, came
before the Board and gave an overview of how Homeland Security has helped Elmore
County. Chief Deputy Nick Schilz, Sheriffs Office, was also present. Total
awards from 2007 to 2009 total $500,514.26. The expected award for this year is
between $110,000 and $120,000. Assistance with mobile communications in the
County was discussed. Mr. Lucas stated the Bureau would like to do this
presentation every year in the spring. A more clear designation of grants
received needs to be made in the County budget, and Nick is working with the
Comptroller on that issue.

General discussion on current events followed. The funds received for the Drug
Court Program were briefly discussed. Commissioner Cruser reported on the
workshop that was held regarding Open Meetings and Public Records and wished the
attendance would have been higher. The possible funding of the sick leave bank
was discussed.
Senator Tim Corder came before the Board to publicly thank Larry Rose for his
service to Elmore County as a County Commissioner. Current issues that the
Senator will be working on were discussed which included Veterans issues and
E-911 funds. Senator Corder recommended that Elmore County try and get involved
in the State CAMP (Comprehensive Aquifer Management Plan) Committee.
Motion by Cruser, second by Rose, to add to the agenda that Tim Corder came in
to commend Larry Rose on his public service.

Deputy Clerk Vivian Garcia, Elections, appeared for the canvassing of the
Primary Election. Discussion followed regarding counting the ballots and the
poll books were reviewed. Motion by Rose, second by Cruser, to accept the
canvassing of the ballots cast for the Primary Election on May 25, 2010.

Motion by Rose, second by Cruser, to ratify the agreement that Chairperson
Cruser signed last Thursday with Weaver and Associates.

Dan Collins, Plant Facilities Manager, came before the Board to discuss the bids
on new windows for the Courthouse.
Motion by Rose, second by Cruser, to award the bid to Carr’s Home Lumber in the
amount of $16,302.93 to replace the windows in the Courthouse with the Energy
Grant.

Internet for Search and Rescue was discussed with Dan Collins. Dan is currently
wiring the Emergency Services Building so that Search and Rescue may have use of
the internet. Other departments that set up offices in that building will also
be able to use the internet. Dan asked the Commissioner’s to think about funding
for new carpet in the Recorder’s office. The Board asked Dan to change the hours
that Civil Counsel can get in to the building.
Motion by Rose, second by Cruser, to sign a letter to the EMS Central Office in
connection with a Ambulance Service Grant.

Commissioner Cruser asked Deputy Clerk Barbara Steele if the Idaho Association
of Counties Risk Management Program covered the Prairie Volunteer Fireman. Ms.
Steele is still researching the insurance coverage. Processing passport
applications was briefly discussed.
Doreen Crabbeneroft, Elmore Medical Center, came in for just a few moments to
introduce Brad Weirsma, Center for Community Health Planner and Grant Writer for
Elmore Medical Center.
Zee Quintana and Brian Wood, Census 2010, came before the Board to advise them
how the Census is proceeding and discuss the participation rate. The
participation rate in Elmore County is approximately 73%. They stated that it
was quite a challenge to work in the rural communities in Elmore County and they
plan on sending suggestions to the Philadelphia Census Office. They don’t
believe they have had good participation from the Hispanic population because of
fear of deportation, but are trying to do their best. Ms. Quintana will send an
email to the Commissioners when the final count is done.

67-2345(d) with Social Services Director Marianne Bate.

K-05-10-02 Motion by Rose, second by Cruser, to deny the application as Elmore
Medical Center withdrew their application because they granted the applicant 80%
charity prior to applying with Elmore County.

cooperate, no releases were signed for the investigation and applicant did not
appear at subpoenaed interview appointment.

Boise Radiology was the only vendor to appeal and they withdrew their appeal.

K-03-10-08 Motion by Rose, second by Cruser, to issue an order of dismissal as
Gem State Radiology, St. Alphonsus Pathology and St. Alphonsus Oncology were the
only vendors to appeal and they all withdrew their appeals.

Nicole Sirak, Matt Hyde and Rosa Pratt from the CASA (Court Appointed Special
Advocate) Program came before the Board. An explanation was given as to why
Elmore County is paying proportionally more than Ada County. There are more
volunteers in Ada County. CASA’s role throughout the court procedures was also
explained.
Gail Best, Chairman of the Board of the Mountain Home Senior Citizens Center and
Ruthada Powell, President of the Mountain Home Senior Citizens came before the
Board to discuss the Mountain Home Senior Center and their funding. Ms. Powell
explained how many meals are served and what other organizations, in addition to
Elmore County, contribute to meals on wheels. Ms. Best thanked the Commissioners
for their support over the years and explained what is needed at the Center to
stay in compliance regarding food service.
Dale Curran, Elmore Ambulance Service, Alan Christy, Growth and Development
Department, Alan Roberts, Mountain Home Extrication, and a few other ambulance
employees came before the Board to review the ambulance quarters building site
and floor plans. Everyone agreed the plans looked good but that the parking to
the north of the EMS building should be removed.
A small recess was taken. Regular session resumed.
The CASA Program was briefly discussed. Revenue, expenses, wages and general
funding of the Pest Abatement District were discussed.
Motion by Rose, second by Cruser, to meet in Executive Session pursuant to I.C.
67-2345(b) regarding personnel issues.
