COMMISSIONERS MINUTES                                MAY 12, 2010



A special session was held on the above date at the Elmore County Correctional Facility/Jail, 2255 East 8th North, Mountain Home, Idaho.

Present at the meeting were Chairperson Connie Cruser, Commissioners Arlie Shaw, Commissioner Larry Rose, Mountain Home City Mayor Tom Rist, City Councilman Geoff Schroeder, Councilman Rich Urquidi, Councilwoman Alain Isaac, Sheriff Rick Layher, Chief Deputy Nick Schilz, Discpatch Supervisor Kayla Parsons, Police Chief John Walter, City Clerk Nina Patterson, City Treasurer Paul Szafranski, Clerk Marsa Plummer, Deputy Clerk Barbara Steele, Jail Capt. Lynn McCallum, Fire Chief Phil Gridley, and many audience members.

The special session was called to discuss Dispatch. Mayor Rist explained the current agreement between the City and the County regarding Dispatch and the Animal Shelter/Dog Pound. Currently the services are exchanged. Commissioner Shaw explained the breakdown of the tax levy regarding City residents. Animal Shelter statistics were reviewed. Kayla Parsons passed out a report reflecting dispatch calls for a county officer and a city officer showing the percent of emergency and non-event/non-emergency calls.

A lengthy discussion followed on emergency calls, non event calls, budget restraints and what the circumstances would be if there were budget cuts for the next fiscal year. Commissioner Rose suggested that if the City could cut down on non event calls that would ease the burden on the Dispatchers. Chief of Police John Walter agreed with the suggestion and stated he would talk to the City Officers. Commissioner Shaw asked if it would be possible to have two or three people on a Committee for further discussion on the matter.
