COMMISSIONERS MINUTES                                APRIL 19, 2010


The Commissioners met in regular session on the above date at 9:00 a.m. in the Commissioners room, basement of the Elmore County Courthouse, 150 South 4th East, Mountain Home, Idaho.

Present at the meeting were Chairperson Connie Cruser and Commissioner Larry Rose. Commissioner Arlie Shaw and Civil Attorney Buzz Grant were absent as they were attending the Welfare Conference in Moscow, Idaho. Also present was Deputy Clerk Barbara Steele.

Motion by Rose, second by Cruser, to approve the minutes for April 12, 2010.

Chairperson Cruser read the Certificates of Residency into the record: Brittany Symone Orie and Essanie Lyslynn Prow. Motion by Rose, second by Cruser, to approve the Certificates of Residency as read.

Title I, Title II, and Title III funds were discussed regarding the dollar amount that was received and disbursed.

General discussion followed and Chairperson Cruser reported on the Central District Health meeting and the County’s annual payment. A protocol for volunteers was discussed.

Social Services Director Marianne Bate appeared and general discussion followed regarding the status of her office while she will be on medical leave.

Terrill Howard, Blue Cross Health Insurance Representative, Deputy Clerk Linda Pickett, and Clerk Marsa Plummer joined the meeting. Mr. Howard received quotes from Blue Cross, Blue Shield and Pacific Source. If the County stays with Blue Cross and keeps the same buy down, the premium is projected to increase 14%. The Board asked Mr. Terrell if he would prepare a price comparison between a $3000 and $4000 buy down (deductible) and submit a written proposal.

Discussion followed on keeping personnel records on county volunteers. The budget for the next fiscal year was briefly discussed. State revenue will be less and the county’s Blue Cross insurance will be increasing.

Treasurer Rose Plympton and Chief Deputy Teri Lasuen came before the Board for the annual Tax Deed Hearing. Treasurer Plympton reviewed the properties that were delinquent.

General discussion followed on accepting credit cards in County offices. Clerk Plummer gave a status report on the issue. The budget for the next fiscal year was discussed and what cutbacks would be asked from every department.
