MINUTES March
24, 2010
The Commissioners met in special session on the above date at 9:00 a.m. in the
Commissioner’s Room, basement of the Elmore County Courthouse, 150 South 4th
East, Mountain Home, Idaho.
Present at the meeting were Chairperson Connie Cruser, Commissioners Larry Rose
and Connie Cruser. Also present was Civil Attorney Buzz Grant and Deputy Clerk
Barbara Steele.
The proposed addition to the Emergency Services Building was discussed. Present
were John Cristobal and Alan Roberts. Discussion followed on combining the
proposed addition and the ambulance shed. Sgt Laytreda Schulz, Chief Deputy Nick
Schilz and Sheriff Rick Layher joined the meeting. The plans were reviewed in
detail along with modifications. Rising prices in construction were discussed.
The architect on the project will be contacted to discuss modifications.
Dan Collins, Plant Facilities Manager, appeared and discussion followed on the
Courthouse energy grant. Replacing the lights and the bidding process was
discussed. A time line for the windows and the boiler were also discussed. The
Courthouse is on the historical registry and Mr. Collins will check to see what
kind of windows can be used to replace the existing windows.
A small recess was taken.
Motion by Rose, second by Shaw, to approve and sign the letter to U.S. Bank
electing not to purchase the 6th Street property due to underlying use
restrictions.

Motion by Cruser, second by Shaw, to go into Executive Session pursuant to I.C.
67-2345(f) to discuss litigation issues. Roll call vote was taken.

Regular session resumed. The following decision was made:
Motion by Rose, second by Shaw, to renew our last proposal on the Brown
litigation matter.

Motion by Rose, second by Cruser, to have Civil Attorney Grant attend the
Welfare Conference and pay the added expense for his professional services.
