A special session was held on the above date at 6:00 p.m. at the Mountain Home
Public Library, 790 North 10th East, Mountain Home, Idaho. The special session
was to meet with the Mountain Home City Council to discuss City/County related
issues.
Present at the meeting were Elmore County Commissioner Chairperson Connie Cruser,
Elmore County Commissioner Arlie Shaw, Alan Christy, County Growth and
Development Director, and Deputy Clerk Barbara Steele. Also present were City
Mayor Tom Rist, City Councilman Rich Urquidi, City Councilman Russ Anderson,
City Planner Bonnie Harper, Public Works Director Wayne Shepard, and City Police
Chief John Walter.
The Area of City Impact was discussed. The City gave the County a list of
objectives and guiding principles regarding the area of impact. The City of
Mountain Home is suggesting the boundary to be a minimum of one-quarter mile
outside the city limit boundary with additional exceptions such as if the area
of city impact intersects a parcel of land, the boundary would be extended
around the entire parcel, the area of impact boundary would be extended along
road corridors an additional quarter mile outside the minimum boundary and would
include all parcels having frontage on the road corridor, the area of impact
boundary would include the airport hazard or influence zone as approved by both
the City Council and County Commissioners, the area of impact boundary would be
extended along the flood plain limits for a quarter-mile beyond the minimum
boundary, and the City would provide water and sewer service within the area of
impact with a development agreement, if contiguous, parcels would have to be
annexed. Areas of critical concern (these areas are identified as the City’s
farm where waste water is dispersed, the City’s waste water lagoons, and the 2
old City landfills) and areas subject to negotiation (there may be instances
when a property is adjacent to one of the aforementioned zones and might need to
be looked at on a case by case basis) were also discussed. The current map of
the area will be reviewed and City Planner Bonnie Harper and Elmore County
Growth and Development Director Alan Christy will continue to work on the Area
of City Impact.
Dispatch was discussed. The City gave the County a copy of an Agreement dated
December 13, 2004 signed by the City and County. The Agreement states the City
and County agree that the County will provide emergency and non emergency
dispatch services for the City in consideration of the City providing animal
shelter services for the County. Discussion followed as Sheriff Rick Layher sent
a letter to the City with the intent on charging the City for non emergency
dispatch services. All members present agreed more meetings were needed to
discuss the issue.
