MINUTES December
7, 2009
The Elmore County Commissioners met in regular session on the above date at 9:00
a.m. in the Commissioner’s Room, basement of the Elmore County Courthouse, 150
South 4th East, Mountain Home, Idaho.
Present at the meeting were Chairman Larry Rose, Commissioners Arlie Shaw and
Connie Cruser. Also present was Civil Attorney Buzz Grant and Deputy Clerk
Barbara Steele.
Motion by Rose, second by Shaw, to approve the minutes for November 30, 2009.

Motion by Rose, second by Shaw, to approve the Ambulance District expenses in
the amount of $53,472.00. Pine Resort LLC $650.00, Norco $164.92, Hiler Bros.
Co. $79.08 and Elmore Medical Center $52,578.00.

Chairman Rose read the Certificates of Residency into the record: Julie Lynn
Fink and Teresa Janet Byar. Motion by Rose, second by Cruser, to approve the
Certificates of Residency as read.

The Glenns Ferry Police Department Contract and vehicle exchange was discussed.
Assessor Jo Gridley appeared for the discussion on the application for property
tax exemption from Hammett Community Church.
Motion by Rose, second by Shaw, to recess as a Board of Commissioners and
reconvene as a Board of Equalization.

Motion by Rose, second by Shaw, to approve the application for property tax
exemption from Hammett Community Church, parcel #MHTR0000509200A for the year
2009.

Alan Christy, Growth and Development Director, appeared and discussion followed
on the variance request from Camp Reed Wind Park, LLC. The variance will be
rescheduled for December 21, 2009 to receive comment from Mountain Home Air
Force Base officials on the project.
Deputy Clerk Steele reported on the request for cancellation of taxes from Kevin
& Janice Cotton. The Cotton’s have made arrangements through their mortgage
company to pay their 2006 delinquent taxes.
Nick Schilz, Chief Deputy, Sheriff’s Department, appeared and discussion
followed on the Glenns Ferry Police Department Contract and vehicle exchange.
Purchasing new vehicles, lights and radios were discussed. Fire department and
extrication response on I-84 was discussed.
Terrill Howard, representing Intermountain Financial Group, appeared before the
board to give an update on the County’s Blue Cross Policy. Year to date
statistics and reports were reviewed.
The addition to the Emergency Service building was discussed. Sgt. Laytreda
Schultz, Sheriff’s Office, appeared and discussion followed on the research
being done regarding past expenses on forest service ground that can be used
with Title III funds.
Motion by Rose, second by Shaw, to recess for lunch.

Motion by Rose second by Cruser to go into Executive Session 67-23445(d) to meet
with Social Services Director Marianne Bate to discuss Indigent applications.

K-10-09-05 Motion by Shaw, second by Rose, to deny as the record is incomplete,
no accident report or income tax information has been received.

K-08-09-05 Motion by Cruser, second by Rose, to enter an order of dismissal as
the applicant has received Medicaid and the vendors who appealed have withdrawn
their appeals.

K-12-08-03 Motion by Rose, second by Shaw, to issue an order of dismissal as all
the providers who appealed have submitted releases.

with Social Services Director Marianne Bate to hold hearings of reconsideration.

A hearing was held on K-08-09-06. Present at the hearing were the three
Commissioners, Social Services Director Marianne Bate, Civil Attorney Buzz Grant
and the applicant. Ms. Bate gave an overview of the case. Questions were asked
and answered. Motion by Rose, second by Shaw, to take case number K-08-09-06
under advisement.

A hearing was held on K-08-09-07. Present at the hearing were the three
Commissioners, Social Services Director Marianne Bate, Civil Attorney Buzz Grant
and Nikki Glascock representing St. Alphonsus Regional Medical Center. Ms. Bate
gave a brief overview of the case. The applicant was not present. The hearing
was closed.
Regular session resumed. The following decision was made:
K-08-09-07 Motion by Shaw, second by Rose, to approve with a reimbursement order
of $100 per month and payment to the County of 50% of Federal and State income
tax returns and the case to be reviewed in six months.

Regular session resumed. No action was taken as result of the executive session.
Chairman Rose read two Certificates of Residency into the record: Danielle Dean,
one for fall 2009 and one for spring 2009. Motion by Rose, second by Cruser, to
approve the Certificates of Residency as read.

Chairman Rose read the tax cancellations into the record: No. 1031 Lisa M. &
Dennis L. Burgett, $495.44, No. 1032 void, No. 1033 Gary R. & Tracy D. Klett
$48.14, and No. 1034 Jim E. Lawrence & Charleen Brown $962.18. Motion by Rose
second by Shaw to approve the tax cancellations in the amount of $1,505.76.

Mir Seyedbagheri, Extension Agent, has requested replacing his office’s color
copy machine with a newer model which will result in a savings of approximately
$131.00 a month. More research will be done on the request.
The energy grant the County received was discussed. Clerk Plummer will research
what stage we are at with the grant.
Payment of vouchers from the Growth and Development Department was discussed.
