COMMISSIONERS MINUTES                                November 2, 2009


The Commissioners met in regular session on the above date at 9:00 a.m. in the Commissioners room, basement of the Elmore County Courthouse, 150 South 4th East, Mountain Home, Idaho.

Present at the meeting were Chairman Larry Rose and Commissioner Connie Cruser. Commissioner Arlie Shaw was attending a JLUS (Joint Land Use Study) meeting and was absent. Also present was Civil Attorney Buzz Grant and Deputy Clerk Barbara Steele.

Motion by Rose, second by Cruser, to approve the minutes for October 26, 2009.

The Commissioners phoned Sheriff Rick Layher and verified that the Sheriff had approved the 2010 liquor license list.

Motion by Cruser, second by Rose, to approve the purchase of a new ambulance in the amount of 138,531.00 from Sawtooth Emergency Vehicles.

The request from the Boise National Forest Service regarding a letter of support from the Commissioners for the replacement of four power poles by Anderson Ranch Dam was discussed. Steven L. Williams, Resource Assistant/Acting District Ranger, was phoned and a message was left for him to call the Commissioners back.

General discussion followed on current activities. Commissioner Cruser gave a brief update on the H1N1 vaccines that were distributed last Friday. Hiring in various Departments and the request for proposal for the addition to the Emergency Services Building were discussed.

Judge Epis and Monica Halliday, Juvenile Probation, appeared and introduced a new employee in the Juvenile Probation Department. General discussion followed on the employees experience and continued education.

Motion by Rose, second by Cruser, to sign the Memorandum of Understanding between the Idaho Department of Lands and Elmore County regarding the $55,000.00 grant received for the Fall Creek Hazardous Fuels Treatment Project.

General discussion followed. The approved purchase for the Plotter for the Growth and Development Department was discussed. Purchasing land for an ambulance shed in Mountain Home was discussed.

Assessor Jo Gridley appeared before the Board. Discussion followed on combining the two County offices in Glenns Ferry. Mountain Home Air Force Base housing was discussed as it might be privatized. The housing will be assessed and taxes collected. PILT Funds were discussed.

Bryan Ricker, Regional Director, representing U.S. Senator Mike Crapo, appeared and introduced himself. Mr. Ricker gave the Board a background of his job. General discussion followed on privatization of Mountain Home Air Force Base housing. The economy in Glenns Ferry was discussed. Chairman Rose suggested that Mr. Ricker attend a Glenns Ferry City Council meeting. The possibility of the F-35 Fighter Jets locating in Idaho was discussed. The Commissioners thanked Mr. Ricker for attending the meeting. Mr. Ricker stated he would keep the Commissioners informed on issues through email.

Motion by Rose, second by Cruser, to go into Executive Session pursuant to I.C. 67-2345(d) to meet with Social Services Director Marianne Bate to discuss indigent cases. Roll call vote was taken.

A public hearing was held at the hour of 4:00 p.m. in the Commissioner’s Room to hear public comment on proposed increases of Elmore County Growth and Development Fees.

No public was present.

Alan Christy, Growth and Development Director, was present. Mr. Christy stated there was no comment received on the proposed fee increases.

Chairman Rose stated he received verbal comment from one citizen regarding the increase and explained to the citizen that other fees such as postage and publication have been combined into the proposed fee increases.

No written comment was received. Fees charged by other Counties were reviewed.

Mr. Christy suggested the fee increase be effective January 1, 2010 if approved by the Commissioners. The public hearing was closed.

Motion by Rose, second to Cruser, to take the proposed increase of the Growth and Development Fees under advisement until the November 9, 2009 Commissioners meeting.

Robert Flick, 1282 East Flick Lane, Boise, ID, came before the Board. Mr. Flick has a complaint regarding his street sign as it has been stolen, replaced, and then defaced. Discussion followed on solutions to the problem.
