COMMISSIONERS MINUTES                                October 19, 2009


The Elmore County Board of Commissioners met in regular session on the above date in the Commissioners Room, basement of the Elmore County Courthouse, 150 South 4th East, Mountain Home, Idaho.

Present at the meeting were Chairman Larry Rose, Commissioners Arlie Shaw and Connie Cruser. Also present was Civil Attorney Buzz Grant and Deputy Clerk Barbara Steele.

Tim Corder Jr., appeared before the Commissioners regarding a pending Letter of Information (LOI) lot split. A phone call was made to the Growth and Development Department. The LOI will be on the Commissioners agenda on November 9, 2009. Fencing the property was discussed.

Workman’s compensation was discussed regarding contractors. Monica Halliday, Juvenile Probation, was present. Civil Attorney Buzz Grant explained several cases of workman’s compensation claims he has researched. There is a misconception that the independent contractor cannot get workman’s compensation insurance for themselves. The independent contractor can purchase a policy called “elective coverage”. Whether County volunteers were covered was discussed. More research will be done.

Chairman Rose read a Certificate of Residency into the record: Aspen May Martell. Motion by Rose, second by Cruser, to approve the Certificate of Residency as read.

Current activities were discussed. Sending out information on the E-911 program and possibly including that information in the tax notice mailing was discussed. The Glenns Ferry office was discussed. Combining the driver’s license office and motor vehicle registration office was discussed.

Motion by Rose, second by Cruser, to go into Executive Session pursuant to I.C. 67-2345(d) to meet with Social Services Director Marianne Bate to discuss indigent applications. Roll call vote was taken.

Regular session resumed. The following decision was made:

General discussion followed on the request for bid on the proposed addition to the emergency services building. The new Glenns Ferry emergency services building was discussed as some flooding has occurred.

Clerk Plummer appeared and Commissioner Cruser asked about the flu shots and Clerk Plummer responded they will be given to Elmore County Employees on Tuesday, October 20, 2009. Discussion followed on how many contractors have picked up plans regarding the Request for Proposal on the addition to the emergency services building. Workman’s compensation was discussed. Having Idaho Counties Risk Management Program (ICRMP) come to the County to give a workshop to the Elected Officials was discussed.

Assessor Jo Gridley was phoned and joined the meeting.

Motion by Cruser, second by Rose, to add to the agenda a discussion on a possible acquisition of real property per I.C. 67-2343. Roll call vote was taken.

Motion by Rose, second by Shaw, to go into Executive Session pursuant to I.C. 67-2345(c). Roll call vote was taken.

Regular session resumed, no action was taken as a result of the Executive Session.
