MINUTES September
21, 2009
The Commissioners met in regular session on the above date at 9:00 a.m. in the
Commissioners Room, basement of the Elmore County Courthouse, 150 South 4th
East, Mountain Home, Idaho.
Alan Christy, Growth and Development Director, appeared and discussion followed
on a partial refund of a building permit fee on a pole barn. The Commissioners
approved the refund.
U. S. Forest Service representatives Tom Whitford, acting Ranger for the
Mountain Home District, and Paul Bryant, Timber Staff Officer, Boise office,
appeared before the Board. The White Flat Resource Management Project was
reviewed. The project objectives are: Reduce fire risk in the project area;
accelerate development of fire resistant forest stands with large, old trees;
improve health and vigor of aspen stands; rejuvenate decadent shrub and grass
species to enhance big game forage and reduce motorized use on unauthorized
roads and trails. The project is in the Fall Creek area by Anderson Ranch
Reservoir.
The certification of taxing district levies was discussed. The City of Glenns
Ferry L-2 was reviewed. Deb Rone from the City of Glenns Ferry was phoned and
discussion followed on the L-2.
Motion by Rose, second by Cruser, to approve the minutes for September 8, 2009,
September 14, 2009 and September 16, 2009.

Motion by Rose, second by Cruser, to approve the ambulance district expenses in
the amount of $52,073.38. Elmore Medical Center $47,132.03, Rural Telephone Co.
$55.37, Idaho Power $58.98 and Valley Paving $4,827.00.

Commissioner Cruser reported on the LEPC meeting she had attended. The County
has two old ambulances that could be used for the Oasis quick response unit. On
September 25, 2009 there will be a ribbon cutting ceremony at the new Glenns
Ferry Ambulance Shed and then the Mountain Home Senior Center will be having a
lunch for Volunteer Appreciated Day.
Gary Houde was phoned at the State Tax Commission. An error was made by the Tax
Commission regarding the Glenns Ferry City operating figure and a corrected
sheet will be emailed to the County so the L-2 can be corrected.
Motion by Rose, second by Cruser, to go into Executive Session pursuant to I.C.
67-2345(d) to meet with Social Services Director Marianne Bate to discuss
indigent applications.

approved for Medicaid.

locate, no release of information, incomplete application and may be an Ada
County resident.

K-04-08-04 Motion by Rose, second by Cruser, to dismiss as the applicants
expenses were paid by the Veterans Administration and providers who appealed
have withdrawn.

K-08-09-05 Motion by Cruser, second by Rose, to deny as an incomplete
application, not indigent, no documentation was received and no interview as
conducted, and the applicant may be eligible for Medicaid.

K-09-09-01 Motion by Rose, second by Cruser, to deny as not indigent,
incomplete, applicant failed to cooperate to bring the required documentation to
determine indigency.

Chairman Rose read a Certificate of Residency into the record: Ryland Spenser
Hobgood. Motion by Rose, second by Cruser to approve the Certificate of
Residency as read.

Chairman Rose phoned Extension Agent Mir Seyedbagheri and asked for mosquito
spraying at the Elmore County Fairgrounds in Glenns Ferry for an event that will
be held there. Mr. Seyedbagheri stated his Department would spray the area.
Payment in full was received from Alternate Energy Holdings Inc. (AEHI) for the
April 22, 2009 public hearing expenses. A letter will be submitted by Civil
Attorney Grant to AEHI responding to their request for more detailed invoices.
The public portion of the meeting was held. No public appeared.
