COMMISSIONERS MINUTES                                July 30, 2009



The Elmore County Commissioners met in special session at 12:00 p.m. on the above date in the Commissioners room, basement of the Elmore County Courthouse, 150 South 4th East, Mountain Home, Idaho.

Present at the meeting were Commissioners Arlie Shaw and Connie Cruser. Also present was Civil Attorney Buzz Grant, Planning and Zoning Commission Chairman Nick Nettleton, and Deputy Clerk Barbara Steele.

The special session is being called to hold interviews for the Growth and Development Director.

Motion by Shaw, second by Cruser to go into Executive Session 67-2345(a) to conduct the job interviews.

Regular session resumed. No action was taken as result of the Executive Session.

At 1:02 p.m., motion by Shaw, second by Cruser, to adjourn.

The special session was continued later in the day on the above date in the Commissioners Room, basement of the Elmore County Courthouse, 150 South 4th East, Mountain Home, Idaho. Present at the special session were Chairman Larry Rose, Commissioners Arlie Shaw and Connie Cruser. Also present was Bob Stephenson from Stephenson’s Computers and Civil Attorney Buzz Grant.

Discussion followed on taxable items, such as mileage, cell phones, etc. regarding Elmore County Employees. Mr. Stephenson discussed the results of an IRS Audit of Cassia County primarily related to the personal use of county property. Reimbursement of mileage to work is taxable. Trading mileage for compensatory time was discussed. The IRS has a problem with the barter of time for mileage as no tax money is collected on compensatory time. Working lunches are taxable. Meals and the use of county cell phones for personal use were discussed.

Mr. Stephenson discussed with the Commissioners the purchase of new PC’s for the County.

Motion by Cruser, second by Shaw, to adjourn.
