MINUTES June
24, 2009
The Elmore County Commissioners met in special session on the above date in the
Commissioner’s Room, basement of the Elmore County Courthouse, 150 South 4th
East, Mountain Home, Idaho.
Present at the meeting were Chairman Arlie Shaw, Commissioners Larry Rose and
Connie Cruser. Also present was Clerk Marsa Plummer.
The special session was held to work on the 2010 proposed County budget.
Sheriff Rick Layher, Chief Deputy Nick Schilz and Deputy Laytreda Schultz came
before the Board to present the Sheriff’s Department budgets. Discussion
followed on the Jail regarding expenses and revenue. The Sheriff’s Budget was
discussed and what line items can be reduced. Purchasing new vehicles was
discussed. Going to the 7k plan salary schedule was discussed. Other line items
were reviewed, extra help, the K-9 program, and vehicles. Dispatch, Disaster
Services and Security were discussed.
Motion by Rose, second by Cruser, to recess for lunch.

Regular session resumed at 1:30 p.m.
Terry Ratliff, Contract Public Defender, appeared and discussion followed on the
proposed Public Defender Contract. The Commissioners and Attorney Ratliff
negotiated and agreed on a reduced contract amount.
Commissioner Cruser called Amy Twiliger at Sage Resources to discuss an energy
grant that she is working on for Elmore County. Discussion followed on updating
the air conditioning, windows, lighting, and a new boiler.
Judge Epis appeared and discussion followed on the Jury Clerk position.
Vence Parsons, Maintenance, appeared to answer questions regarding the energy
grant.
Commissioner Cruser called Amy Twiliger at Sage Resources to provide her with
the information received from Vence Parsons related to the energy grant.
A small recess was taken. Regular session resumed.
Motion by Rose, second by Shaw, to adjourn.
