MINUTES June
18, 2009
The Elmore County Commissioners met in special session on the above date in the
Commissioner’s Room, basement of the Elmore County Courthouse, 150 South 4th
East, Mountain Home, Idaho.
Present at the meeting were Chairman Larry Rose, Commissioners Arlie Shaw and
Connie Cruser. Also present was Clerk Marsa Grimmett.
Treasurer Rose Plympton came before the Board to discuss her budget. Treasurer
Plympton stated she reduced her “B” portion of the budget by 10%. The
Commissioners stated the request was to cut the total budget by 10% to include
both the “A” and “B” portion.
Veteran’s Service Officer Wade Baumgardner presented his budget to the Board.
Mr. Baumgardner stated he had already reduced his budget before the official
request was made.
Public Defender Terry Ratliff came before the Board. Mr. Ratliff gave the
Commissioners a document reflecting the case load in his office. The reduction
in the budget was discussed. Mr. Ratliff stated he was a contractor with the
County and did not reduce his contract amount.
A small recess was taken. Regular session resumed.
Judge Hicks and Judge Epis came before the Board to meet regarding the District
Court budget. The opening for Jury Clerk was discussed. Appeal transcripts were
discussed.
Motion by Rose, second by Shaw, to recess for lunch.

Back on the record, regular session resumed.
Motion by Rose, second by Shaw, to pay the expense for court ordered
transcripts.

Brent Butler, Growth and Development Director, appeared before the Board to
review the Department’s budget. Mr. Butler reviewed his suggested decreases. It
was explained to Mr. Butler the total of the A and B budget needs to be
decreased by 10%. The open Building Official position was discussed. The need
for new equipment in the department was reviewed. Chairman Rose stated a color
copier was located in the Recorder’s office and Extension office for all County
departments to use. Mr. Butler stated he would revise his budget and resubmit
it.
Jerry Rost, Coroner, appeared to discuss his budget. The Corner’s budget is not
a very large budget. Items such as meals, miles, lodging and dues, schools,
tuition can be lowered.
Clerk Marsa Grimmett reviewed the Clerk/Auditor’s budget with the Commissioners.
The equipment line item was reduced. Other line items were discussed and could
be reduced slightly. The Indigent budget was reviewed. Line items were adjusted.
The Elections budget was reviewed. Line items were adjusted.
Motion by Shaw, second by Rose, to adjourn.
