MINUTES June
1, 2009
The Elmore County Commissioners met in regular session on the above date in the
Commissioners Room, basement of the Elmore County Courthouse, 150 South 4th
East, Mountain Home, Idaho.
Present at the meeting were Chairman Larry Rose, and Connie Cruser. Also present
was Clerk Marsa Grimmett and Civil Attorney Buzz Grant.
Motion by Cruser, second by Rose, to add the discussion of the Hay Contract for
the Elmore County Fair on today’s agenda.

Motion by Rose, second by Cruser, to approve the minutes for May 18, 2009, May
20, 2009, May 21, 2009 and May 26, 2009.

Motion by Rose, second by Cruser, to approve the Certificate of Residency for
Trinity Lynn Heath.

Motion by Rose, second by Cruser, to approve the agreement to cut hay at the
Fairgrounds for the Elmore County Fair.

Discussion followed on the Domestic Violence Grant paperwork received from the
Domestic Violence Council. Civil Attorney Grant briefly reviewed his
investigation of the grant. Discussion also followed on the Emergency Services
Building in Glenns Ferry. The Pest Abatement District and Resolution were
briefly discussed. The proposed 2010 fiscal year budget was also briefly
discussed.
Nikole Sakata, Central District Health, and Mir Seyedbagheri, Extension Agent,
came before the Board to discuss mosquito abatement in Elmore County.
A small recess was taken. Regular session resumed.
The Growth and Development Director, Brent Butler, came before the Board to
update the Commissioners on the Zoning and Development Ordinance and to discuss
long range planning. The difference between Agriculture and Recreation zoning
was discussed. Flood plain issues in reference to our new Zoning and Development
Ordinance were reviewed. Long range planning regarding growth in Elmore County
was discussed. Requirements for the current job opening, Building Inspector, and
advertising for the position was discussed.
Motion by Rose, second by Cruser, to recess for lunch.

Motion by Rose, second by Cruser, to go into Executive Session pursuant to I.C.
67-2345(d) to meet with Social Services Director Marianne Bate to discuss
Indigent Hearings.

Ms. Bate stated there were no current cases for the day. Discussion followed on
the definition of Indigent and homestead.
Regular session resumed.
The Commissioners phoned Nick Schilz and discussion followed by speaker phone on
bids for a building on the jail property, a new fence at the Jail and the cost
of a palm printer. An addition to the Emergency Services Building for boat
storage was briefly discussed.
Motion by Rose, second by Cruser, to adjourn.
