COMMISSIONERS MINUTES                                May 29, 2009


The Elmore County Commissioners met in special session on the above date in the Commissioners Room, basement of the Elmore County Courthouse, 150 South 4th East, Mountain Home, Idaho.

Present at the meeting were Chairman Larry Rose, Commissioners Arlie Shaw and Connie Cruser. Also present was Clerk Marsa Grimmett and Prosecutor Kristina Schindele.

The special session was called to discuss the proposed 2010 Fiscal Year Budget and Canvass the election to dissolve the Tipanuk Fire Protection District.

Vivian Garcia, Election Clerk, came before the Board for the Canvassing of the Election to Dissolve the Tipanuk Fire Protection District. Ms. Garcia reported the results: 73 people voted, 62 voted to dissolve, 11 voted not to dissolve the district.

Motion by Rose, second by Shaw, to accept the results of the election to dissolve the Tipanuk Fire Protection District.

Motion by Rose, second by Cruser, to appoint Terry Davis to the Central District Health Board.

Elected Officials in attendance to discuss the 2010 Fiscal Year Budget were Sheriff Rick Layher, Treasurer Rose Plympton, and Assessor Jo Gridley. Projected revenue and expenses were reviewed for individual departments. The shortfall that the County will be experiencing was discussed along with possible ways to adjust each department’s budget.

At 1:30 p.m. the Commissioners met in Executive Session pursuant to I.C. 67-2345(b) on a motion by Rose, second by Cruser, to meet regarding personnel issues.

Regular session resumed. No action was taken as result of the Executive Session.

Amy Twiliger with Sage Resources came before the Board. Ms. Twiliger reported on the energy efficient grant she was working on for the County. Discussion followed on the projects.

Discussion followed on the contest for cost savings suggestions.
