The Elmore County Commissioners met in special session on the above date in the
Commissioners room basement of the Elmore County Courthouse, 150 South 4th East,
Mountain Home, Idaho.
Present at the meeting were Chairman Larry Rose, Commissioner Arlie Shaw and
Connie Cruser. Also present was Civil Attorney Buzz Grant, Deputy Clerk Barbara
Steele and Growth and Development Director Brent Butler.
Blake Watson, Idaho Power, appeared and spoke to the Commissioners about the
Gateway West Transmission Project. Mr. Watson also explained how Idaho Power
will be changing to automated metering. Mr. Watson also reported on a new
Combined Cycle Gas Turbine Generation Facility in Payette County and the process
Idaho Power is going through. The Plant is scheduled to be completed in 2012. A
public information/presentation meeting was discussed regarding the Gateway West
Project. There are meetings scheduled in June in different areas of Idaho and
Mr. Watson would like to schedule one in Elmore County. The Transmission Project
was discussed in length. The Commissioners thanked Mr. Watson for the update.
Pat Engle, Sage Resources, appeared and explained how Sage Resources processed
grants for entities. The request from the Western Elmore County Recreation
District to have Elmore County be the responsible party concerning a grant
request was discussed at length. Ms. Engle stated Elmore County has control over
land use issues and recommended the County be the representing party. Brent
Butler, Growth and Development Director spoke referencing the County’s
Comprehensive Plan and discussion followed on what staff resources would be
needed. Discussion followed on the role the County would have to take if they
become the responsible party for the Western Elmore County Recreation District (WERCD)
grant. Civil Attorney Grant explained that a study was being done by Biotech
which would have to be signed off by the County if the County was the
responsible party. Mr. Butler asked for a meeting between Biotech, WECRD and the
County. The Commissioners discussed reimbursement from WECRD and at this time
that will be assessed at a later date.
Discussion followed with Ms. Engle and Plant Facilities Manager Dan Collins on a
grant for energy efficient projects for the Courthouse. Ms. Engle asked Mr.
Collins if he had estimates on the boiler and windows and Mr. Collins stated
yes.
Commissioner Cruser asked Ms. Engle to report on how Sage Resources can help the
County with making applications for grants. Ms. Engle then gave a brief
presentation on how Sage Resources can help Elmore County.
Motion by Rose, second by Shaw, to go into Executive Session pursuant to I.C.
67-2345(f) to meet with Civil Attorney Grant to review possible litigation.

Jo Gridley, Assessor, appeared during the Public portion of the meeting.
Assessor Gridley reported on values and new construction.
Motion by Shaw, second by Cruser, to recess for lunch.

The appeal from the Mountain Home Rural Fire District on the Bermensolo lot
split was discussed. The Commissioners listened to a copy of the public hearing
for clarification of what was said about Commercial and Ag A. Discussion
followed on the road and if houses were going to be built on the property or if
it was going to be Commercial. The public hearing will be re-opened to obtain
additional testimony for the Commissioners to consider before making a decision.
The public hearing will be held on June 15, 2009 at 3:00 p.m.
