COMMISSIONERS MINUTES                                May 18, 2009


The Elmore County Commissioners met in regular session on the above date in the Commissioners Room, basement of the Elmore County Courthouse, 150 South 4th East, Mountain Home, Idaho.

Present at the meeting were Chairman Larry Rose, Commissioners Arlie Shaw and Connie Cruser. Also present was Clerk Marsa Grimmett and Civil Attorney Buzz Grant.

Motion by Rose second by Cruser to go into Executive Session pursuant to I.C. 67-2345(d) to meet with Social Services Director Marianne Bate to discuss Indigent applications.

Regular session resumed. The following decisions were made:

K-04-09-01 Motion by Shaw, second by Cruser, to approve with payments of $200 per month beginning June, 2009 and 50% of tax returns beginning 2010.

K-09-08-08 Motion by Rose, second by Cruser, to deny as Crime Victims paid on behalf of the applicant. Elmore County is not the last resource.

K-04-09-02 Motion by Shaw, second by Rose, to approve with the applicant to bring proof that she is enrolled in the Arbor program. Applicant must pursue job service and shall begin making $25 per month payments by 7-15-2009.

Motion by Rose, second by Cruser, to go into Executive Session pursuant to I.C. 67-2345(d) to meet with Social Services Director Marianne Bate for a hearing of reconsideration on case K-12-08-04.

Present at the hearing were the three Commissioners, Social Services Director Marianne Bate, Civil Attorney Buzz Grant, Clerk Marsa Grimmett, the applicant and spouse of the applicant. The case was reviewed, questions were asked and answered.

Regular session resumed.

Motion by Rose, second by Cruser, to continue case K-12-08-04 for up to 30 days.

Regular session resumed. No action was taken as result of the Executive Session.

Bob Stephenson, of Stephenson’s Computers, came before the Board to discuss employee internet usage. The internet usage dropped drastically after the memo was sent out to all employees. Now usage in a few departments is starting to increase again. It was discussed that possibly a reminder should be sent to all the employees regarding internet usage. Budget reports were discussed. The County most likely will be facing a revenue short fall for fiscal year 2010 and cutbacks might be necessary.

Gail Best and Ruth Ada Powell, representing the Senior Citizens Center, came before the Board to request funds for the Senior Citizens Center Meals on Wheels Program. Central District Health will not be funding the Meals on Wheels program or meals at the Senior Citizens Centers. Ms. Best explained to the Commissioners how valuable the program is. If the fund raising efforts do not result in any revenue, the Program will have to be cut all together. Ms. Best stated they are asking for $5,500 from the City of Mountain Home and the $5,500.00 from the County for support.

A brief recess was taken.

Motion by Rose, second by Shaw, to pay an Ambulance District bill to Chevron Texaco Business Card Servcies in the amount of $724.93.

Motion by Rose, second by Shaw, to approve the minutes for May 4, 2009 and May 11, 2009.

Motion by Rose, second by Cruser, to approve the tax cancellations: No. 998 Alan Heffron $65.84 and No. 999 USA Idaho State Office $209.26 for a total of $275.10.

Chairman Rose read a Certificate of Residency into the record: Elora Ree Wright. Motion by Rose, second by Cruser to approve the Certificate as read.
