COMMISSIONERS MINUTES                                April 1, 2009


The Elmore County Commissioners met in special session on the above date in the Commissioner’s Room, basement of the Elmore County Courthouse, 150 South 4th East, Mountain Home, Idaho.

Present at the meeting were Chairman Larry Rose, Commissioners Arlie Shaw and Connie Cruser. Also present was Clerk Marsa Grimmett and Deputy Clerk Barbara Steele.

Scott Hunsaker from HCM Holmstead came before the Board to present the findings of the audit for fiscal year 2008. Mr. Hunsaker reported the County is in sound financial shape. Discussion followed on the Ambulance District, unanticipated revenue, and the accounting between the County and the Hospital. Mr. Hunsaker will research the issue with the Hospital.

Rebecca Carter and Joe Ozuna, representing Verizon Wireless, appeared before the Board. Ms. Carter and Mr. Ozuna introduced themselves as the new representatives for the area. Discussion followed on government discounts and updates.

General discussion on current activities followed.

Chairman Rose read the Certificates of Residency into the record: Rana J. Wright and Deniece L. Wazny. Motion by Rose, second by Shaw, to approve the Certificates of Residency as read.

Motion by Rose, second by Cruser to approve the minutes for March 25, 2009.

The public portion of the meeting was held. No public appeared.

At 1:45 p.m. the meeting resumed.

The Commissioners held a work session on the proposed Planning and Zoning Ordinance. Discussion followed on the suggested changes from the Growth and Development Department regarding definitions of Industrial/Manufacturing Use, Heavy and Industrial /Manufacturing Use, Light. The work session will continue when the Growth and Development Department can attend.
