COMMISSIONERS MINUTES                                DECEMBER 1, 2008

The Elmore County Commissioners met in regular session on the above date in the Commissioners Room, basement of the Elmore County Courthouse, 150 South 4th East, Mountain Home, Idaho.

Present at the meeting were Chairman Arlie Shaw, Commissioners Larry Rose and Connie Cruser. Also present was Deputy Clerk Barbara Steele.

Motion by Shaw, second by Rose, to accept and sign the Request for Retention of County Vessel Funds.

Chairman Shaw read a Certificate of Residency into the record: Lisa Ann Cantrell. Motion by Rose, second by Cruser to approve the Certificate of Residency as read.

Motion by Shaw, second by Rose, to approve the minutes for November 20, 2008.

Motion by Shaw, second by Rose, to go into Executive Session pursuant to I.C. 67-2345(d) to meet with Social Services Director Marianne Bate. Roll call vote was taken.

The following decision were made:

NM-11-08-04 Motion by Rose, second by Shaw, to deny the application for November rent, the applicant failed to appear at the appointment for interview.

Still in Executive Session a hearing was held on K-08-08-03. Present at the hearing were the three Commissioners, Social Services Director Marianne Bate, Clerk Marsa Grimmett, Mark Peterson on behalf of St. Lukes working for Moffett Thomas Law Firm, Ann Caley representing St. Lukes, and the applicant’s spouse. The applicant is deceased. Ms. Bate gave an overview of the case. Questions were asked and discussion followed on the case. Prosecutor Schindele joined the meeting. Motion by Rose, second by Cruser, to continue the hearing to February 9, 2008 as the County may not be the last resource as the applicant was a Veteran and Medicare was applied for.

Still in Executive Session a hearing was held on K-07-08-04. Present at the hearing were the three Commissioners, Social Services Director Marianne Bate, Prosecutor Schindele, and the applicant. Ms. Bate gave an overview of the case. The applicant was asked questions. Motion by Rose, second by Shaw, to continue the hearing to January 5, 2009 at 2:00 p.m.

Regular session resumed.

Correspondence received by mail was reviewed.

Job descriptions were discussed. Payroll Clerk Linda Pickett appeared and discussion followed on the County’s BDPA Salary Survey Company.

Bonnie Sharp, Growth and Development Director, appeared and gave a brief report on the Department. Ms. Sharp asked about the Qualified Planner position and the Commissioners told Ms. Sharp that Ada County will be contracting with Elmore County for the position.

The Public portion of the meeting was held. No public appeared.
