COMMISSIONERS MINUTES                                NOVEMBER 3, 2008

The Elmore County Commissioners met in regular session on the above date in the Commissioner’s Room, basement of the Elmore County Courthouse, 150 South 4th East, Mountain Home, Idaho.

Present at the meeting were Chairman Arlie Shaw, Commissioners Larry Rose and Connie Cruser. Also present was Deputy Clerk Barbara Steele.

Bonnie Sharp, Growth and Development Director, appeared and discussed procedures on the Re-Zone request from Alternate Energy Holdings, Inc.

Motion by Rose, second by Cruser, to approve the minutes for October 27, 2008. Discussion followed.

General discussion on Commissioners activities followed. Commissioner Cruser suggested evening town hall meetings to keep citizens informed on current events.

Motion by Shaw, second by Cruser, to approve the minutes for October 23, 2008.

Chairman Shaw read a Certificate of Residency into the record: Jannette Rene Olson. Motion by Rose, second by Shaw, to approve the Certificate of Residency as read.

The separation of the Qwest Centrex systems to allow City phone lines and County phone lines to be on separate bills was discussed. Motion by Shaw, second by Rose, to approve the payment of $1,939.08 for the final joint Qwest bill completing the separation.

Prosecutor Kristina Schindele appeared and discussion followed on legal support for Commissioners meetings.

The Ramco Design LLC two parcel re-zone request was reviewed. Discussion followed on permitted uses that would be allowed on the property if the re-zone was approved. Spot zoning was discussed. Motion by Shaw, second Cruser, to concur with the Planning and Zoning Commission’s recommendation to approve the re-zone for Ramco Design, LLC on two parcels. Prosecutor Schindele will prepare the Findings of Facts, Conclusions of Law.

The following decisions were made:

K-08-08-02 Motion by Rose, second by Cruser, to issue a final denial, applicant was approved for Medicaid and Elmore County is not the last resource.

K-06-08-05 Motion by Rose, second by Cruser, to dismiss the case, Gem State Radiology withdrew their appeal.

Alley Jr. $1,506.60, No. 956 Bradley & Tiffany Bauer $.90, No. 957 Davison & Sons, Inc. $105.32, No. 958 Citicorp Vendor Finance $1,185.66, No. 959 Myron Davis & Della Collins $189.56, No. 960 Tax Drive Edit, several parcels $3.08, and No. 961 Tax Drive Edit, several parcels $64.51. Motion by Rose, second by Shaw, to approve the tax cancellations in the amount of $6,719.05.

Sheriff Rick Layher appeared before the Board to discuss regular payroll and Marshall Transport payroll. Separating time cards for the Marshall Transport was discussed. Idaho Association of Counties (ICRMP) will be phoned for an opinion.
