COMMISSIONERS MINUTES                                SEPTEMBER15, 2008



The Commissioner met in regular session on the above date in the Commissioners Room, basement of the Elmore County Courthouse, 150 South 4th East, Mountain Home, Idaho.

Present at the meeting were Commissioners Larry Rose and Connie Cruser. Chairman Shaw was absent. Also present was Deputy Clerk Barbara Steele and Civil Attorney Richard Roats.

Motion by Rose, second by Cruser, to approve the minutes for August 25, 2008, September 2, 2008 and September 8, 2008. One correction was made to the August 25, 2008 minutes.

Motion by Rose, second by Cruser, to approve the contract with BDPA, Inc. to conduct a classification and compensation analysis for fiscal year 2009.

Motion by Rose, second by Cruser, to approve the Polling Places for the 2008 General Election. Discussion followed and Election Clerk Garcia was phoned and the Mountain Home #1 Polling Place was questioned. Ms. Garcia stated she would check with Clerk Grimmett to make sure the building can still be used. The motion and second were tabled.

Motion by Rose, second by Cruser to accept the Request for Bids on County Fuel Expenses which will be published and distributed.

Clerk Grimmett phoned and stated the Retirees Activities Committee Corporation (Bingo Hall) can be used for voting precinct Mountain Home #1. A vote was taken to approve the General Election polling places as a motion and second were made earlier in the meeting.

Motion by Rose, second by Cruser, to sign the Memorandum of Agreement between Elmore County and Ada County for Juvenile Detention.

A small recess was taken.

Regular session resumed. Motion by Rose, second by Cruser to go into Executive Session pursuant to I.C. 67-2345(d). Roll call vote was taken.

The following decisions were made:

K-07-08-03 Motion by Cruser, second by Rose, to rescind the original denial and pay $450.00 to Rost Funeral Home.

K-04-08-01 A letter will be written to the applicant regarding the request for a change in the monthly payment amount asking for more information.

K-08-08-02 Motion by Cruser, second by Rose, to deny as Elmore County is not the last resource as SSI/SSD and Medicaid are pending.

K-08-08-03 Motion by Rose, second by Cruser, to deny as Elmore County is not the last resource, unable to determine obligated County, unable to determine indigency and the applicant is non-cooperative.

A hearing was held on K-05-08-06. Present at the hearing were Commissioners Larry Rose and Connie Cruser, Social Services Director Marianne Bate, Civil Attorney Richard Roats, and Deputy Clerk Barbara Steele. The applicant is deceased. Ms. Bate gave an overview of the case. Due to the lack of information and cooperation by the surviving spouse, motion by Rose, second by Cruser, to issue a final denial and have the Findings of Facts and Conclusions of Law prepared.

The hearing was closed. Regular session resumed.

The public portion of the meeting was held.

Fred Perez, Idaho Waste Systems, appeared before the Board to discuss moving the mound of dirt at the Elmore County Jail.
