COMMISSIONERS MINUTES                                 February 21, 2008

A special session was held on the above date at the Elmore County Detention Center, 2255 East 8th North, Mountain Home, Idaho. The special session was the monthly meeting between the Elmore County Commissioners and the City of Mountain Home Elected Officials.

Present at the meeting were Elmore County Commissioner Chairman Arlie Shaw, Commissioner Connie Cruser, and Commissioner Larry Rose, City Councilwoman Alain Isaac, City Councilman Geoff Schroeder and City Councilman Rich Urquidi.

City Councilwoman Isaac gave a report on the continuing exercises at the Mountain Home Air Force Base. Chairman Arlie Shaw stated the wind farms that are being built need an engineer’s approval per State law and that is why the construction has halted. Commissioner Cruser stated she is doing research on the ambulance Request for Proposal.

Mayor Tom Rist joined the meeting.

Chairman Shaw stated our Planning and Zoning Commission was working on the Airport Hazard Zone and how it affected the County’s Ordinance. Mayor Rist stated they could not discuss that topic as they have been threatened with a law suit.

Commissioner Cruser asked if Life Flight was going to locate at the Airport. Mayor Rist stated there have been negotiations but no resolution as of yet.

Commissioner Cruser asked if the City has a strategic plan for the future. Mayor Rist answered yes. Discussion followed on how the City is proceeding.

A member of the audience asked about ordinances and subdivisions being required to have paved roads. Commissioner Rose stated there was a County ordinance requiring developers to construct roads to meet Highway District Standards. The citizen asked if the roads could be paved as there are subdivisions with homeowner’s associations that are having problems maintaining their dirt roads. Discussion followed on Covenants, Conditions and Restrictions of subdivisions and how hard they are to enforce.

Several items were discussed, the bus service provided by the City, voting by mail, and the Impact Area.

The next meeting will be March 20, 2008 at 7:00 p.m. The meeting adjourned.
