MINUTES
November 15, 2007
A special session was held on the above date at the Elmore County Detention
Center, 2255 East 8th North, Mountain Home, Idaho. The special session was the
monthly meeting between the Elmore County Commissioners, the City of Mountain
Home and City of Glenns Ferry Elected Officials.
Present at the meeting were the Elmore County Commissioners, Chairman Larry
Rose, Commissioners Connie Cruser and Arlie Shaw, Mountain Home City Council
Members, Mark Russell, Rich Urquidi, Tom Rist, Alain Isaac and Council member
elect Russ Anderson. Glenns Ferry Mayor Joanne Lanham and John Morris were also
present.
General discussion followed on the support of the Community for the Mountain
Home Air Force Base. Commissioner Shaw stated the economic impact from the Air
Force Base was critical for the area. The impact of the Singapore Air Force was
discussed. The lack of encroachment on Mountain Home Air Force Base is very
important.
Councilwoman Isaac questioned the County on the Idaho Waste System Grants and
Chairman Rose explained the three grants, they require matching funds, and the
Committee will be meeting soon to finalize the requirements. Other grant
opportunities were discussed, such as the homeland security grants.
Impact fees were discussed. Chairman Rose stated the Idaho Association of
Counties has not told the Commissioners they can charge impact fees.
Commissioner Shaw stated impact fees cannot be used for infrastructure, only for
maintenance and operation.
The ambulance service was briefly discussed. The contract expires September
2008.
The Area of Impact was discussed. The Commissioners were told by legal counsel
that negotiations between the City and County need to happen before the process
can start. Commissioner Cruser and Commissioner Shaw stated the rules within the
Area of Impact were the County’s concern. Councilman and Mayor Elect Tom Rist
stated subdivisions in the Area of Impact should conform to City Subdivision
requirements as the Area of Impact will eventually be in the City limits. The
issue will be tabled until the next meeting.
Glenns Ferry Mayor Joann Lanham stated that on December 17, 2007 from 9:00 a.m.
to 3:00 p.m. the Governor will be in Glenns Ferry for Capital for a day. Mayor
Lanham stated invitations will be coming.
The next meeting will be on January 17, 2008, December will be skipped due to
the holidays.
