COMMISSIONERS MINUTES                                 October 1, 2007

The Commissioners met in regular session on the above date in the Commissioner’s Room in the basement of the Elmore County Courthouse, 150 South 4th East, Mountain Home, Idaho.

Present at the meeting were Chairman Larry Rose and Commissioner Arlie Shaw. Also present was Clerk Marsa Grimmett and Civil Attorney Richard Roats. Commissioner Connie Cruser was on vacation.

Sheriff Rick Layher came before the Board to discuss the overtime from the drug bust in the County recently. The Sheriff’s Association will reimburse the County for the overtime.

Motion by Rose, second by Shaw, to approve the minutes of September 24, 2007 with one correction.

A tax cancellation was read into the record by Chairman Rose: Jose Hernandez No. 893 in the amount of $2.78. Motion by Rose, second by Shaw, to approve the tax cancellation as read.

The Time Warner Cable current franchise agreement was discussed. Franchise fees will be investigated and the franchise agreement will be tabled.

The Fair budget was discussed. Also the Glenns Ferry Landfill and methane testing were discussed and no decision had been made on the methane testing yet.

Ron Leydet, Mountain Home Resident, appeared before the Board to discuss water issues in the County.

Motion by Rose, second by Shaw, to go into Executive Session pursuant to I.C. 67-2345(d) with Social Services Director Marianne Bate. Roll call vote was taken.

Clerk Grimmett and the Commissioners discussed campus expansion at the Courthouse.

Jail Commander Capt. Lynn McCallum spoke with the Commissioners by telephone. Discussion followed on the contract with the State. Capt. McCallum will call and check on the matter.

The Area of City Impact was briefly discussed. Chairman Rose would like some clarification on the rules for the Area of City Impact.
