MINUTES
April 30, 2007
The Elmore County Commissioner’s met in regular session on the above date in the
Commissioner’s room, basement of the Elmore County Courthouse, 150 South 4th
East, Mountain Home, Idaho.
Present at the meeting were Chairman Larry Rose, Commissioners Connie Cruser and
Arlie Shaw. Also present were the Clerk, Marsa Grimmett, and Civil Attorney
Richard Roats.
Chairman Rose told the Board that he spoke with the county’s computer
programmer, Bob Stephenson, about discrepancies appearing in the financial
reports. The programs will be updated so that he will be able to determine who
is entering the data into the system.
The Board reviewed the preparations needed for the open house of the new jail
with Dan Collins. Dan stated his staff will have everything ready by Friday.
Motion to approve the minutes for April 16, 2007 and April 23, 2007 by Rose,
second by Cruser. Discussion followed and one change was made to the April 23,
2007 minutes.

Motion by Rose to approve a tax cancellation, No. 880 for Bill & Marcella Blass
in the amount of $41.58, second by Shaw.

Motion to approve the Certificates of Residency as read by Rose, second by

Nicholas H. Szafranski, and Victor E. Werner.

Mountain Home Highway District was phoned and the Commissioners spoke to Carl
Phares on speaker phone. Mr. Phares stated that Atlanta Gold wanted to improve
James Creek Road that goes into Featherville. Discussion followed on maintenance
on the road in the winter. Other road options and possibly a fuel pipeline are
being discussed. Mr. Phares stated Atlanta Gold does not have permission from
the Highway District at this point to use James Creek Road.
Colonel Anthony Rock was present for the Board to recognize Mountain Home Air
Force Base for being selected as a recipient of the 2007 Commander-In-Chief’s
Annual Award for Installation Excellence. Colonel Rock was given a framed
Proclamation.
Bonnie Sharp entered the meeting telephonically and reported the Noe Garza,
Elmore County’s Code Enforcer, had filed a report for insurance purposes on the
dog bite he received in King Hill. Mr. Garza stated that he is fine and will
start carrying mace when he is in the field.
Jo Gridley, Assessor, appeared to present a request to the Board regarding a
homeowner’s exemption for Richard Ward. Ms. Gridley explained the circumstances
to the Board.
Motion to convene as the Board of Equalization by Rose, second by Shaw. A roll
call vote was taken.

At 1:30 p.m. the Commissioners met in Executive Session pursuant to I.C.
67-2345(d) with Social Services Director Marianne Bate on a motion by Rose,
second by Cruser.

Regular session resumed.
Russell Duke from Central District Health appeared and gave the Commissioners a
copy of the Central District Health Budget for fiscal year 2008. Discussion
followed on a Strategic Vision. The vision is healthy people in healthy
communities, the mission is to improve the health of our communities by
identifying sustainable solutions to community health issues, developing
partnerships for implementation of strategies, and demonstrating our success
through measurement of outcomes. Guiding Principles and Agency Wide Priorities
were discussed along with budget items and public awareness programs to inform
citizens on how to protect themselves from mosquitoes.
Jeremy Slover, Elmore County Resident, appeared and requested that his personal
property taxes be lowered on his business. He stated that he never did get the
business operating and never had any equipment to operate his house painting
business. Carol Wood gave a brief overview of what happened in 2005 and stated
that Mr. Slover did pay personal property taxes on equipment for the business in
2005, but he is protesting paying the 2006 taxes. Chairman Rose stated that
whatever is in place on January 1st of each year is taxable, and Mr. Slover was
notified in November of 2005 if he needed to make any changes. The Commissioners
agreed they would not reduce or cancel the taxes due.
Steve West and Ken Obenhauf, from Centra Consulting, appeared to see if the
Board had any questions on the report they submitted regarding the
re-certification of the Bennett Road and Glenns Ferry Landfills. The Board
stated they had questions on a letter they received from DEQ, and both men
answered their questions. Steve West then presented a task plan from Centra
Consulting, Task Order Number 3-07, to help the County keep the current Glenns
Ferry Landfill open.
Motion to approve Task Order Number 3-07 between Elmore County and CENTRA
Consulting, Inc. by Cruser, second by Shaw.
