MINUTES
April 2, 2007
The Elmore County Commissioner’s met in regular session on the above date in the
Commissioner’s room, basement of the Elmore County Courthouse, 150 South 4th
East, Mountain Home, Idaho.
Present at the meeting were Chairman Larry Rose and Commissioner Connie Cruser.
Also present were the Clerk, Marsa Grimmett, and Civil Attorney Richard Roats.
Commissioner Shaw was not present due to illness.
Scott Parks and Jay Markle from Western Waste Services (formerly Parks and Sons,
Inc.) from Twin Falls, introduced themselves to the Commissioners and asked that
their business be considered if the County opens up any bids for waste removal.
Commissioner Cruser discussed the water meeting scheduled for this Tuesday
night. Commissioner Cruser will try and get Scott Van Hough to attend.
Jim McNall and Mir Seyedbahergi appeared.
Motion to go into executive session pursuant to I.C. 67-2345(b) by Rose, second
by Cruser. Roll call vote was taken.

Regular session resumed, no action was taken as result of Executive Session.
Larry Tripp from the Forest Service appeared to discuss having the County help
fund the Woody Biomass Program. Many of the surrounding Counties are also being
asked to help with funding. The Commissioners would like to research this
proposal before making a decision.
Motorized use on the Forest Service property was also discussed. The Forest
Service is looking at opening up new roads and possibly closing some.
The Qwest contract was discussed. Civil Deputy Attorney Roats gave a brief
summary of some minor litigation concerns he has regarding the contract.
Commissioner Cruser phoned Commissioner Shaw who enters the meeting
telephonically.
Motion by Cruser to sign the Qwest Select Advantage Agreement/Contract, for the
installation of equipment and phone service for the new Jail, second by Rose.

Motion by Cruser to approve the contract with VUgate Inc., for the video
visitation system for the new Jail, which does not include the video arraignment
system, second by Rose.

Commissioner Cruser discussed the meeting that was held on Friday at the jail.
She reported the Jail should be completely finished by May 1, 2007. Commissioner
Cruser reported there are still four open positions for Jailers and she will set
up a meeting for next Monday to discuss the new Jail. The Sheriff, Jail
Commander, Greg Sage and Walt Femling will meet next Monday to discuss extending
the Jail Transition Team Contract.
Commissioner Cruser reported on a LEPC meeting she had attended. A group from
the San Antonio Air Force Base in Texas were here to check the environmental
hazards around the Mountain Home Air Force Base, the only thing they found was
the water treatment plant uses chlorine gas instead of pellets. They were also
going to check U.S. Ecology.
The mitigation plan with the Forest Service and Bureau of Land Management was
discussed.
Commissioner Cruser also reported she had received a call regarding Channel 8
involving an incident where inappropriate broadcasting was done during one
afternoon recently. Funding for Channel 8 was discussed and whether or not the
County would continue funding for the station.
The fireworks ordinance was discussed. Civil Attorney Roats will check on the
issue.
Motion to approve the payroll overtime report by Rose, second by Cruser.

Motion by Rose to pay the Bruneau River Soil Conservation District for fiscal
year 2006, second by Cruser.

The Commissioners met in Executive Session at 1:30 p.m. pursuant to I.C.
67-2345(d) on a motion by Rose, second by Cruser to meet with Social Services
Director Marianne Bate. Roll call vote.

K-11-06-07 Motion by Rose to deny and accept the Findings of Facts and
Conclusions of Law, applicant was not a resident of Elmore County, second by
Cruser.

Commissioner Shaw joins the meeting telephonically.
Commissioner Shaw discussed a proposed mosquito abatement district. He reported
a public hearing could be held and an emergency district could be formed with an
election to follow in November. Assessor Jo Gridley advised the Commissioners on
the number of parcels and suggests multiplying that number by 1.5 to calculate
the number of property owners in the County. This number can be used to estimate
the number of signatures needed for a petition to establish a mosquito abatement
district. Dates and restrictions were discussed on declaring an emergency
mosquito abatement district.
The Commissioners found that the revenue report is not correct. Teri Lasuen from
the Treasurer’s office showed that the collections are up to date, so the clerk
will work towards correcting the error and run a corrected revenue report.
