COMMISSIONERS MINUTES                                March 16, 2007

The Elmore County Commissioners met in special session on the above date in the Commissioners Room, basement of the Elmore County Courthouse, 150 South 4th East, Mountain Home, Idaho.

Present at the special session were Chairman Larry Rose, Commissioners Connie Cruser and Arlie Shaw. Also present were Deputy Clerk Barbara Steele, Sheriff Rick Layher and Jail Commander Lynn McCallum.

The special session was called to open the bids on the new Jail video visitation system. One bid was received and opened by Chairman Rose. The bid was from Vugate, Inc. Chairman Rose read the first and second page of the bid into the record, which included the bid price of $76,226.00 with an estimated shipment to the job site for the equipment of $2,000.00 for economy freight, based on today’s rates. In addition to the One-Year Return To Factory warranty included above, VUGate has several on-going maintenance programs available. The highest level of service is known as VUGate’s Video One On-Site maintenance service. The Video One contract would be $7,777.00 for the first year. The attached Video Support documents define the support services available and how they would be provided, if ordered. Video Two maintenance service would cost $6,222.00 for the first year and Video Three service would be $4,977.00 for the first year.

The Commissioners had questions regarding the bid and Greg Sage, Rocky Mountain Corrections, was phoned and a message was left for him. The Jail video arraignment system was thought to have also been included in the video visitation system bid, but in reviewing the bid it does not. The bid will be sent to Prosecutor Schindele for review and a decision will be made after the Commissioners talk to Mr. Sage, possible on Monday, March 19th at their next regular meeting date.

Sheriff Layher asked if he could talk to the Commissioners regarding another matter and the Commissioners replied he could. Sheriff Layher requested his office hire an attorney to be available for the Sheriff’s department to ask legal questions on issues he encounters. Sheriff Layher stated he had the funds in his extra help line item and will re-address the issue at the next budget cycle. Discussion followed and the Commissioners told Sheriff Layher he could.

Motion by Rose, second by Shaw, to adjourn the special session.
