COMMISSIONERS MINUTES                                   OCTOBER 30, 2006

 

The Elmore County Commissioners met in regular session on the above date in the basement of the Elmore County Courthouse, 150 South 4th East, Mountain Home, Idaho.

 

Present at the meeting were Chairperson Mary Egusquiza, Commissioners Larry Rose and Connie Cruser.  Also present was Clerk Merrilee Hiler.

 

The Commissioners spent some time reviewing meetings and information they had received since the last Commissioners meeting.

 

Commissioner Cruser had contacted Bill Richey regarding the Wind Tower Ordinance.  He will get back to the Commissioners with tower height information.   She had also gone to a Domestic Violence reorganization meeting.

 

Chairperson Egusquiza brought up EMT coverage at Pine, Idaho when Allen Kiester is away from the area.  He is currently on vacation and had arranged for coverage at $100.00 a day by other EMT’s.  Chairperson Egusquiza had attended a Central District Health meeting at which Nancy Rush discussed the start up of a new project in Glenns Ferry which addresses overweight children in the school system.  Central District Health has been impacted by big conglomerates buying up large lots of flu vaccine.  In the future, Health Districts may have to organize in order to be competitive in ordering larger quantities of vaccine.  Central District Health also indicated Elmore County should be sure to ask for Health Assessments from Planned Communities when they come to Planning and Zoning.

 

Commissioner Cruser brought a copy of the Badger Elmore County Jail Medical Bid that will need reviewed and revised before the new jail is opened.

Change Order #5 from Lombard and Conrad on the new jail construction was discussed.  The Commissioners want more information from Russ Moorehead before signing.

 

Clerk Hiler inquired which fund an invoice from Jason Stone for writing a law enforcement grant in the amount of $657.50 should be paid out of.  The Commissioners had previously approved it and decided to pay it out of General Expenses.

 

Bonnie Sharp, Growth and Development Director, appeared to express the Growth and Development Commission’s concerns regarding the Planned Unit Development Ordinance.  She relayed her Board’s respect for the Elmore County Commissioner’s decision; however they are concerned with the decision the Commissioners have taken on not signing a moratorium.  They are concerned that larger subdivisions may take advantage of the current Ordinance and wondered if Elmore County Prosecutor Kristina Schindele would speak with Phil Miller before making a final decision.  The also wondered if the Commissioners could revoke part of the current PUD Ordinance.  Commissioners Egusquiza and Cruser will consult with Jerry Mason on the moratorium issues.  Ms. Sharp will send copies of what the County currently has for his review and will try to set up a conference call for a Monday during a regular County Commissioners meeting.

 

There was more discussion on Change Order #5 for the new jail.

 

A short recess was taken after which Monica Halliday, Juvenile Probation Director, introduced Bev Ashton, District Juvenile Liaison, Allan Miller, grant writer, and Deborah Holmberg who presented a program on Evaluating Best Practices for juvenile corrections in effective interventions.  Elmore County has the program and the Juvenile staff has been trained in its utilization.  It is an effective tool in stopping recidivism in juveniles.  Discussion followed regarding having the current juvenile programs being evaluated.  Ms. Halliday will check with Judge Epis regarding the evaluation payment.

Bonnie Sharp from Growth and Development appeared during the public portion of the Commissioner’s meeting to ask advice on purchasing a vehicle for the part time Elmore County Code Enforcer. The Commissioners recommended purchase of a smaller car that gets good gas mileage.

 

Laytreda Schultz from the Sheriff’s office presented a letter from the Elmore County Waterways Advisory Committee requesting assistance with the Curlew Boat Ramp project on Anderson Reservoir.  The grant to upgrade the ramp and docks was for $62,500.  The project will exceed this amount by $10,000 because of the additional increase in the concrete cost.  They requested the County Commissioners allow the additional funding from the Vessel fund to complete the project.  Motion by Egusquiza, second by Cruser to approve the additional funding.

Ms. Schultz also brought up a grant for a Waterways addition to the new Emergency Services building that would protect boats and equipment.  Bacon Davis wages would not apply.  Jill Murphy from Idaho State Parks & Recreation wants to meet with the Commissioners regarding this grant which is due January 1, 2007.  The Commissioners will meet with Ms. Murphy this coming Friday in Ms. Schultz’s office.

 

Stephanie Kazyaka and Barbara Steele requested $2500 for the Elmore County Employee Christmas party.  The American Legion has been reserved for the December 8, 2006 party which will start at 6 p.m. with dinner at 7 p.m.  The number of employees attending the event has been increasing each year.   Motion by Egusquiza to approve the $2500.00, second by Rose.

Deb Prazac, Elmore County Comptroller, told the Commissioners she had received two phone calls from Tri State Electric regarding late payments from Ormand Builders on the new jail construction.  Commissioner Egusquiza called Arden Smith at Ormand Builders, Inc. to clarify the situation.  Mr. Smith indicated there has been a delay period in Tri State Electric billing for stored material that has not been adjusted in their computer to be actual. He also stated they are getting copies of lien releases from all contractors.  The Commissioners requested information on the fire hydrant charges in Change Order #5.  The extra charges were a result of meeting City Mountain Home requirements to hook the fire hydrant to a 4 inch City water line that was anticipated to be a 6 inch water line that resulted in the County paying for replacing the 4inch water line.  The Commissioners will look into whether or not the City should be paying the cost of the 6 inch water line.

 

Monica Halliday came back with an update on this morning’s presentation.  Judge Epis indicated he approved of using some of the lottery money to evaluate our current programs, but would like an estimate for that cost.  The Commissioners agreed.

Russ Moorehead from Lombard-Conrad Architects called regarding any questions the Commissioners might have on Change Order #5 for the jail.  He explained drain field #3 has been replaced by the drainage swail alongside the road. Because of the length of the roadway it should be adequate to manage the water runoff.  He will check with his engineer to see if the additional parking area and roof from the Emergency Services Building will be a factor.

 

Sheriff Rick Layher came in with a bid to repair the SILD van.  The Commissioners agreed to have the Solid Waste fund pay for the repairs.

The Explanation of Items from the Internal Revenue Service was discussed.  Some items may have to be addressed in our Employee Handbook.

 

A letter from A. W. Baumgardner, the County Service Officer, was reviewed. Mr. Baumgardner requested his budget be revised to increase his salary by $100.00 a month and reduce the B budget by an equal amount.  The Commissioners will review the request in February, 2007.

 

A letter from John Steiner, Idaho Wind Farms, was read and will be forwarded to the Growth and Development Department.

 

The letter from King Hill Rural Fire District requesting consideration for inclusion in a building similar to the Emergency Services the County and Title III money are building was review.  At this time the County does not have the funding to pursue their project.
