COMMISSIONERS MINUTES                                      OCTOBER 16, 2006

 

The Elmore County Commissioners met in regular session on the above date in the Commissioner’s Room, basement of the Elmore County Courthouse, 150 South 4th East, Mountain Home, Idaho.

 

Present at the meeting were Chairperson Mary Egusquiza, Commissioners Larry Rose and Connie Cruser.  Also present was Clerk Merrilee Hiler.

 

Motion to approve the minutes of October 2, 2006, second by Cruser.  Discussion followed and one correction was made.

Jo Gridley, Assessor, was called and asked to come to the meeting.  Assessor Gridley arrived and explained an Application for Cancellation of Taxes that was submitted by Rosalina B. Richmond.  The house has been destroyed by the renters. 

 

Motion by Egusquiza, second Cruser, to convene as a Board of Equalization.

Motion to deny the application for cancellation of taxes by Rosalina B. Richmond, by Egusquiza, second by Rose, and let the Assessor’s office take the appropriate action.

Tax revenue from wind towers was discussed briefly.  Assessor Gridley will do some further research on the matter.

 

Commissioner Cruser gave an update on a Drug Forum she attended last Friday night sponsored by the Elks. 

 

Motion by Cruser, second by Egusquiza, to accept Gail Best’s application and to appoint her to the Board of Guardians.

Chairperson Egusquiza stated she would deliver the Fair Board applications to the Fair Board.

 

The Emergency Services Building and the V trenches to divert the water runoff was discussed.  There is a question of what happened to Drain #3.  Commissioner Rose suggested talking to Russ Morehead or Brent Pitts regarding the drainage.  The percolation needs enhanced.

 

A letter will be sent to the Smith Prairie Historical Society, as they have requested, stating the Commissioners support the language in the grant deed dated July 7, 2005 and recorded on July 26, 2005 as instrument #368036.

 

The agreement for the food for the new Jail was discussed.  The agreement will be sent to the Sheriff, the Prosecutor and the Jail Commander for review.

 

The trash hauling contract was discussed.  Chairperson Egusquiza suggested having Prosecutor Schindele work on a Request for Proposal for a trash hauling contract.  The current contract holder is selling his business and there is a possibility the County would have to go out for bid.  There was discussion on whether we can do the trash hauling contract on a month to month basis and not go out for bid per Idaho Code.  The matter was tabled until it can be verified with the Prosecutor. 

 

A moratorium for Planned Unit Developments was discussed.  The Commissioners phoned Bonnie Sharp, Growth and Development Director, and asked her to come over to join the discussion.  Bonnie appeared and explained the concern the Planning and Zoning Commission has regarding the Planned Unit Developments.  Ada County is coming over here next week to explain their experiences.   

 

A small recess was taken.

At 1:30 p.m. the Commissioners met in Executive Session pursuant to I.C. 67-2345(d) on a motion by Egusquiza, second by Cruser, to meet with Social Services Director Marianne Bate.

Regular session resumed.

 

The proposed wind tower ordinance was briefly discussed.  Chairperson Egusquiza phoned Bonneville County to inquire about rezoning.  Commissioner Rose stated we needed to coordinate with the Air Force Base on this issue.  Discussion followed and it was decided an Ordinance was the best route to take.

 

Jo Gridley, Assessor, appeared and discussion followed on Proposition One which is on the General Election Ballot.  Also, wind power revenue was reviewed.  Ms. Gridley also introduced a request for exemption for personal property from Ecogreen Power Wash.   Assessor Gridley will gather information for next week and it will be put on the agenda. 

 

Monica Halliday appeared and introduced Kristina Thompson, the new Community Service person for Juvenile Probation and she also presented a contract for Community Services to the Commissioners for review. 

 

Motion by Egusquiza, second by Rose, to approve and sign the Contract for Professional Services between the Board of Elmore County and Kristina Thompson.  The contract is from October 16, 2006 through April 16, 2006.

After discussion a motion was made by Egusquiza, second by Rose, to void the contract for the Professional Services between the Board of Elmore County and Kristina Thompson, and make Kristina Thompson a part time employee instead.
