COMMISSIONERS MINUTES                                        APRIL 12, 2006

 

 

The Elmore County Commissioners met in special session on the above date in the basement of the Elmore County Courthouse, 150 South 4th East, Mountain Home, Idaho.

 

Present at the meeting were Chairperson Mary Egusquiza and Commissioners Larry Rose and Connie Cruser.  Also present were Clerk Gail Best, Sheriff Rick Layher, Chief Deputy Sheriff Nick Schilz, Jail Captain Roy Lynn McCallum, Russ Moorhead of Lombard Conrad, Walt Femling and Greg Sage of Rocky Mountain Corrections, and Chief Deputy Auditor/Controller Merrilee Hiler.

 

The purpose of the meeting was to discuss jail issues.  Russ Moorhead stated that, thus far, there have been no change orders done, but it appears that some extras could be added at this time.  Mr. Moorhead stated some of those possibilities include; video arraignment equipment for both the jail and the court, video visitation system, a future maintenance and storage building, an interview room, a couple of administrative offices which could be used by the Sheriff and his Chief Deputy and the Civil deputies.

 

Chairperson Egusquiza stated that some of these rooms would need more furniture and fixtures than already budgeted.  Commissioner Rose stated he would not agree with anything more than they told the public they would do.  Commissioner Cruser asked what civil deputies would be involved and Mr. Femling stated that Wendy and Kayla since they work hand in hand with the jail staff, plus Kayla does the supervision of dispatch.  There was lengthy discussion on who, if anyone, would need to have some space up there besides dispatch and the jail staff.

 

Mr. Femling asked the Board if, when the transition team meets again on April 18th, the Board would like to have figures on the various estimates?  The Board stated they would definitely like to have those.

 

There will be a buying trip to a big jail expo coming up where they will be looking at furniture and fixtures for the new facility.  Mr. Femling stated there will be hundreds of vendors present, so it is an excellent opportunity to try and get some good competitive deals on what they will need.  It was suggested that one of the Board members might want to make the trip and Commissioner Rose stated he would be interested in doing that.

 

Chairperson Egusquiza asked why they thought they would need added employees for six months?  Mr. Femling said he did not think that six months would be necessary, but thought they would need three months if they could time it right.  Discussion on the cost of the additional staff was discussed.  Merrilee Hiler explained that is was time for budget work papers to go out to the departments soon, so some preliminary figures needed to be put together soon.  Rocky Mountain Corrections will work with Merrilee to put together some budget figures.

 

Motion by Rose, second by Cruser to adjourn.
