COMMISSIONERS MINUTES AUGUST 1, 2005

The Commissioners met in special session on the above date in the Commissioner’s Room, basement of the Elmore County Courthouse, 150 South 4th East, Mountain Home, Idaho. The purpose of the meeting was to work on the CAFO (Confined Animal Feeding Ordinance), a liquor catering permit for the Elks Lodge and a rental agreement for storage of the emergency equipment in Pine.
Present at the meeting were Chairman Rose, Commissioners Mary Egusquiza and Connie Cruser. Also present was Deputy Clerk Steele.
Motion by Egusquiza, second by Cruser to approve the liquor catering permit for the Elks Lodge #2276 to use at the Elks Flat Campground on August 5th and August 6th.

Discussion took place on the lease for an Ambulance and related emergency equipment in the Pine area. The lease is with Mike Suiter - Pine Storage, LLC. It was decided that the lease would be sent to Mr. Suiter for his review before the Commissioners approved it. Deputy Clerk Steele was instructed to send a copy to Mr. Suiter.
The Commissioners proceeded to work on the CAFO Ordinance.
On page 9 of the county’s ordinance, number 9, the last sentence will read “All land upon which animal waste will be applied shall be part of the Nutrient Management Plan”. The sentence now reads - All land upon which animal waste will be applied shall have a Nutrient Management Plan.
Discussion followed on the head count of animal units regarding managing liquid waste, health issues and studies being conducted by other agencies, and closure plans, possibly requiring a bond in case the dairy closes and clean up is necessary. Terry Ketterling, who was in the audience, informed the Commissioners he carries liability insurance on his dairy, which is required by his lender, and wouldn’t that be just as good as providing a bond?
On page 9, #10 will be a new addition to read “For all facilities of 1,000 or more animal units managing liquid waste that continued proof of liability insurance must be submitted to the County.” Number 10 will now be number 11, and number 11 will now be number 12.
On page 9, VI. PROCESS OF NOTICE AND APPLICATION HEARING FOR CAFO PERMIT APPROVAL:
The next sentence will read “The Commission shall review the CAFO Permit Application for completeness. Upon determining that the same is complete and accurate, the Commission shall conduct a minimum of one (1) public hearing.” The sentence now reads - The Commission shall review the CAFO Permit Application for completeness. Discussion followed on Industrial Zoned property. A map that Dave Bergh had given to the Commissioners was reviewed. The buffer zone around Mountain Home Air Force Base was reviewed along with current dairy locations and proposed dairy locations.
Clerk Gail Best and Chief Deputy Clerk Merrilee Hiler appeared before the Board to talk about the proposed 2006 budget.
