COMMISSIONERS MINUTES                                  JULY 18, 2005

 

The Elmore County Commissioners met in special session on the above date in the Commissioner’s Room, basement of the Elmore County Courthouse, 150 South 4th East, Mountain Home, Idaho 83647.

 

Present at the meeting were Chairman Larry Rose, Commissioners Mary Egusquiza and Connie Cruser.  Also present at the meeting was Clerk Gail Best.

 

The first order of business was to review two proposals for work on the jail property.  The first was from Strata to do some geotechnical work.  A call was placed to Dan Gado of Strata to discuss whether the geotechnical work could include the entire piece of property.  Mr. Gado stated he would get back to the Board later in the afternoon with a proposal.

 

A telephone call was also placed to Claiborn/Waite to see if the topographical survey would include the entire piece of property.  Todd Waite stated it would.

 

The Board began working on the Confined Animal Feeding Operation (CAFO) ordinance.  Under DEFINITIONS, ANIMAL WASTE SYSTEMS - it was decided to leave the definition as it stands in the present ordinance.

 

CAFO Facility Area - it was decided to leave the definition with 1,000 animals as it stands in the present ordinance, no other changes.

 

The Board decided they did not need to add a definition of a dead animal.

 

Existing or Grandfathered CAFO - it was decided to leave the definition as it stands in the present ordinance.

 

Material Change - No changes were made to the present ordinance in this section.

 

Nutrient Management Plan - the word “State” was added to the first line to read Director of the Idaho State Department of Agriculture.

 

Odor Management Plan - No changes were made to the present ordinance in this section.

 

Pest - No changes were made to the present ordinance in this section.

 

Pest Management Plan - No changes were made to the present ordinance in this section.

 

Public Rights of Way - New Section added.  “All public rights-of-way intended for road purposes under the jurisdiction of local, state, and/or federal agencies”.

 

Setbacks - No changes were made to the present ordinance in this section.

 

REGISTRATION PROCESS FOR EXISTING CAFO’s - No changes were made to the present ordinance in this section.


 

CAFO SITING PERMIT REQUIRED - No changes were made to the present ordinance in this section.

 

CONTENTS OF APPLICATION FOR CAFO SITING PERMIT - #2 (SECOND LINE) “NRCS agent, an ISDA employee, County Extension Service agent or other qualified” the letter S was added to IDA.

 

#8 - after last word CAFO and that the CAFO will not place an undue burden on existing transportation and service facilities in the area.

 

#9 - last sentence strike the word “have” and add be included in a nutrient management plan.

 

Chairman Rose stated that it was time to close the CAFO workshop session for the day.

 

Motion by Egusquiza, to accept the contract and addendum with STRATA for the geotechnical survey evaluation and direct the Chair to sign it, second by Rose.

Motion by Egusquiza to accept the contract with Clairborne/Waite for the topographical survey and direct the Chair to sign it, second by Cruser.
