COMMISSIONERS MINUTES                                                          OCTOBER 5, 2004


The Elmore County Commissioners met in special session on the above date in the Commissioner’s Room, basement of the Elmore County Courthouse, 150 South 4th East, Mountain Home, Idaho.

Present at the meeting were Chairperson Mary Egusquiza and Commissioners Larry Rose and Calvin Ireland. Also present was Clerk Gail Best.

Chairperson Egusquiza stated that they were gathered to come up with a solution on the collection site contract. Chairperson Egusquiza asked Commissioner Rose for his opinion on the situation. Commissioner Rose stated that there was no doubt that both fuel and labor costs have risen significantly since the contract was signed making it difficult for the Contractor to gain enough revenue to keep up with the expenses. The burden of the fuel costs are made even worse by the extra trips that are having to be made. Commissioner Rose stated that there are two options as he sees it - let them drop the contract and be put in the position of having to hurriedly bid it or at least, consider their offer. Commissioner Rose stated that scrambling to find someone to do the job in a hurry is not fun - he was put in that position when Mr. Anderson left. Commissioner Rose stated perhaps the term of the contract should be extended to allow additional time for the contractor to have the security necessary to be able to purchase replacement equipment when needed. Commissioner Rose said he felt this meeting was necessary to try and formulate an approach and express their opinions to one another prior to the meeting on October 12th.

Chairperson Egusquiza asked Commissioner Ireland for his opinion. Commissioner Ireland stated he had no problem with a small increase, but not the amount they are asking for. Commissioner Ireland added that he does have a problem with increasing the term of the contract, he feels the contract should run its term first.

Various scenarios of rate increases were discussed. Chairperson Egusquiza asked if $9,000.00 would be a compromise they could live with? There was further discussion on the matter and just how much the budget could afford. There was also some discussion on increasing the solid waste fee in the future.

Motion by Egusquiza, second by Ireland, to go into executive session pursuant to Idaho Code 67-2345(a).

Regular session resumed. No action was taken as result of the executive session.
