COMMISSIONERS MINUTES
APRIL 22, 2004
The Elmore County Commissioners met in special session on the above date in the
Commissioner’s Room, basement of the Elmore County Courthouse, 150 South 4th
East, Mountain Home, Idaho at the hour of 7:30 p.m.
The purpose of the meeting was to meet as a Jail Bond Committee to discuss the
jail bond. Present at the meeting were Commissioners Larry Rose and Calvin
Ireland, Clerk Gail Best, Sheriff Rick Layher, Chief Deputy Nick Schilz, Jail
Captain Roy Lynn McCallum, Prosecutor Aaron Bazzoli, Merrilee Hiler, Judy Devol,
and Connie Cruser.
Clerk Best mentioned that Bud Way, Vice President of Wells Fargo Brokerage
Services had been in to visit her regarding the jail bond, offering his services
and that she and/or Aaron would be in contact with him once a firm number was
established for the bond amount.
Clerk Best also stated she had talked to each of the other elected officials
regarding the size of the proposed jail and they felt comfortable as long as the
people were not mislead in any way.
Merrilee Hiler stated that Plant Facility Manager, Dan Collins had several
questions regarding the plans. Dan’s questions involved paving, curbing,
landscaping, storage for maintenance supplies and equipment, and a place for the
generator to be placed. Sheriff Layher stated those had all been taken into
account in site construction costs.
Various other items were discussed by the group including what roof line would
be on the facility, what locking system would be installed, and the size of the
facility. Access and egress to the property was also discussed. Nick Schilz
stated he had talked with Health and Welfare and they had expressed interest in
expanding the size of the sewer. The Jail Committee made note that they probably
would want to overbuild the sewer somewhat for the jail facility.
Committee assignments were discussed, insofar as which committee member would
check on what question the group had. Another meeting was scheduled for 1:00
p.m. on April 28, 2004.
Motion by Rose, second by Ireland, to adjourn the meeting.
