COMMISSIONERS MEETING                                                          APRIL 9, 2004


The Elmore County Commissioner met in special session on the above date in the Commissioner’s Room, basement of the Elmore County Courthouse, 150 South 4th East, Mountain Home, Idaho.

The purpose of the meeting was to meet with the Jail Bond Committee. Present at the meeting were Chairperson, Mary Egusquiza-Stanek, Commissioners Calvin Ireland and Larry Rose. Also present was Sheriff Rick Layher, Nick Schilz, and members of the Jail Bond Committee.

Rick brought in new plans for the facility. The new plans include more room for access to the control center. A covered entrance area was discussed. The current manning of the jail and future manning was discussed. Commissioner Rose feels that the Jail staff is undermanned now. Especially after the facility is built, transferring prisoners back and forth from the jail to the courthouse will take a lot of time. Having someone trained in the medical field would be a good idea also, per Sheriff Layher. It would be more cost effective than now.

The approximate cost is about $7,000,000.00 right now which would include bond counsel costs. The meeting focused on the plans of the facility and any changes that were thought necessary. Discussion also focused on expansion of the facility many years from now if necessary. Making sure the plans would allow for an expansion. If our jail now had that option it could have saved money now and we want to make sure our successors don’t have the same problem we are having.

Motion by Egusquiza-Stanek, second by Ireland, to adjourn the meeting.
