COMMISSIONERS MINUTES                                                         MARCH 18, 2004


The Elmore County Commissioners met in special session at 10:00 a.m. on the above date in the Commissioner’s Room, basement of the Elmore County Courthouse, 150 South 4th East, Mountain Home, Idaho, 83547.

Present at the meeting were Chairperson Mary Egusquiza-Stanek, Commissioners Larry Rose and Calvin Ireland. Also present was Clerk Gail Best and Prosecutor Aaron Bazzoli.

The first order of business was a work session on the upcoming Ambulance Request for Proposals. The first draft dated February 23, 2004 was reviewed in detail. Some changes were made and Prosecutor Bazzoli will present a second draft later in the day for review at the regular Commissioner’s meeting to be held March 22nd.

Bill Moore, representing RC&D and Nick Schilz, Chief Deputy Sheriff appeared before the Board to provide clarification of the All Hazard grant. Mr. Moore explained that they are dealing with two separate grants, one is a FEMA grant and the other is a Bureau of Disaster Services grant. Mr. Moore stated there are three counties involved in the grants; Ada, Canyon, and Elmore. Elmore County has paid $1,500.00 already in matching funds and will still owe $5,325.00, which can be budgeted in the 2005 budget. Nick Schilz will put the $5,325.00 in his budget request. The Board thanked Mr. Moore for coming in and explaining the grant to them.

Merlin and Judith Lords of Atlanta, Idaho, appeared before the Board to discuss some concerns about the Atlanta area. Mrs. Lords explained they had moved to Atlanta from Boise about three years ago and are planning to retire there. The Lords feel there is a serious problem with the interaction amongst the residents there. Mrs. Lord stated there are real problems with the Highway District in Atlanta. The situation with the Atlanta residents was discussed at length. The Board told the Lords that they were not in a position to do much about public attitude in the community of Atlanta. Sheriff Layher stated he would try to have a deputy present at the Highway District meetings in hopes that the meetings would be much more orderly.

Motion by Egusquiza-Stanek, second by Rose, to adjourn.
