COMMISSIONERS MINUTES                                                          MARCH 16, 2004


The Elmore County Commissioners met in special session on the above date in the Commissioner’s Room, basement of the Elmore County Courthouse, 150 South 4th East, Mountain Home, Idaho, 83647.

Present at the meeting were Chairperson Mary Egusquiza-Stanek and Commissioner Calvin Ireland. Also present was Clerk Gail Best.

Dan Collins, Plant Facilities Manager, Sheryl Landon of the Elmore County Historical Foundation, and Judy Devol, of the Mountain Home News were also present at the meeting. The discussion centered around whether Elmore County should donate some historical materials to the Foundation. Dan Collins stated he felt that the materials should remain with Elmore County.

There was a short recess while the participants waited for Commissioner Rose to join the group. The session reconvened when Commissioner Rose arrived and Dan Collins recapped his feelings. Dan also stated he thought the Foundation might “throw the materials to the winds”.

Sheryl Landon stated that the Foundation does not ever “throw things to the winds”, and that the Foundation will be sure that the materials will be taken care of. Ms. Landon explained that many people use the museum to do research and the names and places mentioned would be invaluable for use in that research. Ms. Landon stated that the museum had recently added more storage shelves and that would be where the materials would be stored as they are archived. Commissioner Ireland stated he wanted the Foundation to supply the County with a list of the materials once they had been archived.

Motion by Ireland, second by Egusquiza-Stanek to allow the historical items to go to the Elmore County Historical Foundation for preservation, and if the Foundation felt they wanted to dispose of any part of the items the disposition would be back to Elmore County. Ms. Landon stated that the bylaws of the Foundation state that if the Foundation were ever disbanded, everything would go to Elmore County.

The Jail Committee appeared before the Board. Present at the meeting, besides the Board and Clerk Best were Merrilee Hiler, Sheriff Rick Layher, Chief Deputy Sheriff Nick Schilz, and Judy Devol. Sheriff Layher brought in the latest plans for the facility. The Board reviewed the plans in detail and suggested three additions. Sheriff Layher will have the architect draw those items in prior to the next meeting. The cost, prior to the three changes, is $6,034,000.00.

The next meeting of the Jail Committee was set for March 30, 2004 at 4:00 p.m.
Motion by Egusquiza-Stanek, second by Rose to adjourn.
